P02 final source transfer review

Date: 2026-09-08. Reviewer: root AI agent.

Internal mathematical transfer: PASS. I read the entire revised source and independently checked the classification, local exponent inequality, critical-level sharpness, and recurrence observability/CRT argument. The proof did not acquire a new gap in transfer. This is an AI review, not external peer review or a formal certificate.

The all-primes eigenvalue lemma correctly uses the decomposition/inertia quotient, including ramified primes. The minimal-polynomial stability minor gives the needed almost-all-primes necessity; Chebotarev is invoked only after excluding bad primes. In the local theorem, the exponent identity is valid at s=1 and at r=r0+1, and the r0=0 case is covered. Nonvanishing in Jordan form implies nonvanishing in the original reduced matrix. The recurrence theorem has the correct xF indexing, and its cyclic first-row argument supplies an observed scalar witness, not merely a nonzero matrix entry. Coordinatewise CRT attains the full uniform multiplier in one initialization.

I also checked every retained consequence: the cubic factor-12 example and its explicit differences, the constant-term indexing example, the universal exponent construction using a cyclic degree-f field, both discriminant-zero and nonzero Lucas cases, and the quadratic lifting remark. No invertibility, nondegeneracy, sign, or initial-index assumption was silently introduced. The scalar, uniform, and entrywise quantifiers remain distinct.

The source comparison in P02-source-audit.md credits Luca–Ward's sufficient Galois exponent method, distinguishes Minton's scalar trace theorem, and compares Rajs's actual formal statement. The printed-indexing correction is supported by a direct counterexample and is not treated as the main contribution. No exhaustive novelty claim is justified. The original Minton PDF access limitation is recorded in the source audit.
