Priority, significance and scope assessment
Henry Zweiman. September 16, 2026.
The combined local theorem package is provisionally admitted as one preprint, P53, subject to successful artifact checks and verified publication. The assessment is a revisable internal judgment, not independent certification.
Problem and closest prior work
The closest article is the final Potential Analysis paper, DOI 10.1007/s11118-026-10328-2. Its relevant threshold theorems, strict higher-mode inequalities and undecided endpoint remark were read in the final text. The current official arXiv history was inspected on September 16. The paper explicitly credits the source Hessian and strict local maximality above the threshold.
The September 15 preprint by Masiello–Paoli–Salerno, arXiv:2609.17083v1, was compared at the level of its introduction and Theorems 1.1–1.4. It treats other functionals and a second-order saddle mechanism. Ball saddles in general are not new here. Celentano–Nitsch–Trombetti's final 2024 rigidity statement and proof were checked; its sign condition excludes the present positive-exponent volume family.
The general bifurcation and symmetry mechanisms are classical. Chossat–Lauterbach–Melbourne, DOI 10.1007/BF00374697, is added as background. Its primary publisher record was read; subscription access prevented a theorem-level comparison of the full article. Sattinger's 1980 survey was located bibliographically, but the official AMS PDF returned 403 and its full text was not read. These are explicit limits, not negative priority evidence. No new general equivariant bifurcation theorem is claimed.
Focused searches for eigenvalue–torsion critical domains, endpoint bifurcation and matrix symmetry classification found no earlier statement of this exact combined functional-specific package. This does not certify novelty or exclude inaccessible, unindexed or simultaneous work. The detailed read scopes and remaining limits are preserved in the source audit.
Significance judgment
The endpoint saddle alone could be a comparatively short specialist note. The basis for provisional admission is the complete local picture for two natural spectral functionals in every dimension: nonlinear endpoint resolution, unrestricted critical-domain classification, exact local counts, branch direction in the plane, and exclusion of exceptional balanced dimensions by explicit PDE jets and Bessel transcendence. This connects a degenerating shape Hessian to a finite local geometry that can support later work on global optimizers, transition exponents and stability.
This is a reasonable candidate for expert assessment at the requested Transactions-of-the-AMS-or-comparable level. It remains possible that experts or editors will judge its novelty or breadth more appropriate for a specialist journal. The classical nature of the general reduction is a material limitation, openly credited.
Exact limits
The original global convex perimeter-constrained Pólya maximization conjecture remains unresolved. No common sign for the balanced-branch coefficient in every higher even dimension is proved. This endpoint, bifurcation and classification package counts as one paper. No human review, journal acceptance or future citation count is claimed.
